Has the United States Abandoned Arms Control?

Interesting article today from War on the Rocks (link below).
By pulling out of Open Skies we will prohibit Russia from flying over the United States, and likewise we can’t fly over bases in Russia. This does nothing to prevent Russia from flying over our bases and training areas in other countries that are signatories to the Open Skies Treaty (e.g. Germany and other NATO allies).
Thoughts on this treaty specifically, and our approach to arms control in general?
